Richard Tierney:
The son of Mike Tierney, Richard has been working with Actuarial Concepts for over 15 years in both pension benefit calculation and drafting of Qualified Domestic Relations Orders for the division of ERISA and other pension benefits in Family Law/Dissolution actions. In addition, Richard has been an active member of the Florida Bar since 1996. Richard g raduated from the University of Florida in 1992 with a BS in Journalism and went on to Stetson University College of Law, where he earned his Juris Doctor with honors. Richard maintains a separate private law practice, but in order to avoid potential conflicts of interest with the clients of Actuarial Concepts, Richard does not accept representation that involves any aspect of Family law.
Richard has represented clients at all levels of civil and criminal litigation. Supervised and trained staff of paralegals and office personnel. Specialized in FDCPA violations/collection defense, drafting and negotiation of Qualified Domestic Relations Orders for the division of ERISA and other pension benefits in Family Law/Dissolution actions. Civil and criminal trial experience.
With years of experience summarizing legal opinions and extracting important statutory references for publication on Lexis.com, a major national database of legal information and a primary research tool of leading attorneys throughout the world. This included the management of computer resources to implement telecommuting from remote locations while maintaining secure product delivery.

Michael J. Tierney:
A consulting actuary specializing in pensions and other employee benefits. He serves as an advisor to management in both the public and private sectors, and supervises a staff with actuarial, technical compliance, communication and computer expertise that assists in the design, pricing and administration of employee benefit plans.
ACTUARIAL ACCREDITATIONS
Associate in the Society of Actuaries
Mr. Tierney studied for and took actuarial exams sponsored by the Society of Actuaries. He successfully completed the required examinations to become an Associate in the Society of Actuaries in 1967.
Member, American Academy of Actuaries
Membership in the American Academy of Actuaries requires three years' experience in responsible actuarial work, as well as passing the required exams. Mr. Tierney was accepted as a member in 1976.
Enrolled Actuary (IRS)
Mr. Tierney was licensed to practice actuarial science in dealings with the Internal Revenue Service by the Joint Board for the Enrollment of Actuaries, becoming an Enrolled Actuary in 1976.
Fellow in the Conference of Consulting Actuaries
Mr. Tierney completed the necessary requirements to become a Fellow in the Conference of Consulting Actuaries, being accepted in 1979. Candidates for Conference membership must have twelve years' experience in responsible actuarial work, hold a position of substantial actuarial responsibility, and meet educational requirements.
EDUCATION
Mr. Tierney earned a Bachelor of Science degree, with a major in mathematics, from Carleton College in 1964
PROFESSIONAL ACTIVITIES
Board Member of Conference of Consulting Actuaries
Mr. Tierney was elected to the Board of Directors of the Conference of Consulting Actuaries in 1995. Mr. Tierney has served on the Executive Committee as Secretary, and previously served two years as Vice President of Pensions for the CCA.
National Committees
Mr. Tierney has served on several national committees for the actuarial organizations previously mentioned. Among other assignments he has served as a member of the American Academy of Actuaries’ Pension Practice Council, as well as the Council on Professionalism.
Mr. Tierney has also served three years as Chairman of the Society of Actuaries' Committee on Pension Terminology.
Panel Speaker
Mr. Tierney has participated as a speaker on numerous panels on pension issues before the Society of Actuaries, the American Academy of Actuaries, the Conference of Consulting Actuaries and the Southeast Actuaries Club. He has also participated on panel presentations for the Enrolled Actuaries annual meeting and served as guest speaker for several conventions, including the Southern Gas Association and the American Institute of Steel Construction Workers.
Articles Written
Mr. Tierney has written several published articles on pension issues, including articles for the actuarial magazine Enrolled Actuaries Report; and an article on employee benefit trends published in Resource, the magazine of the Life Office Management Association (LOMA).
Guest Lecturer
Mr. Tierney served as guest lecturer as part of the annual Florida Bar Labor Relations Forum, where his presentation was titled "Unisexing Benefit Payouts and Retirement System Regulations." The lecture outline was published by the Florida Bar in October 1985.
Expert Witness
Mr. Tierney has served as an expert witness in several court proceedings. He has testified as an expert in pension systems and actuarial issues related to those systems, including actuarial methods for allocating benefits before and after a date certain. Mr. Tierney served as the State of Florida's expert witness in pensions for the 1985 reverse discrimination pension litigation, State of Florida vs. Hughlan Long, which was reviewed by the Supreme Court.
CLIENT EXPERIENCE
Mr. Tierney served 10 years as consulting actuary to the Florida Retirement System, managing valuation and actuarial administrative support for 500,000 active and 100,000 retired members.
Mr. Tierney has served as consulting actuary to the City of Jacksonville General Employees’ Pension Plan since 1989 as well as to plans of numerous other Florida municipalities.
